ارائه مدل توسعه یکپارچه‌سازی توسعه اجتماعی بر مبنای برنامه‌های سازمان فرهنگی ورزشی شهرداری‌ها

چکیده

پژوهش حاضر با هدف ارائه مدلی برای توسعه یکپارچه‌سازی اجتماعی بر مبنای برنامه‌های سازمان‌های فرهنگی و ورزشی شهرداری‌ها انجام شد. این تحقیق از نوع کیفی و به روش میدانی صورت گرفت و رویکرد گراندد تئوری با الگوی نظام‌مند استراس و کوربین به کار گرفته شد. مشارکت‌کنندگان پژوهش را خبرگان آگاه به موضوع تشکیل دادند که با استفاده از نمونه‌گیری هدفمند و با رویکرد نمونه‌گیری همگون همراه با رعایت حداکثر تنوع انتخاب شدند. فرآیند گردآوری داده‌ها تا رسیدن به اشباع نظری ادامه یافت و در نهایت ۱۵ مصاحبه نیمه‌ساختاریافته با متخصصان دارای تجربه علمی و عملی ارزشمند در این حوزه انجام شد. یافته‌های تحقیق نشان داد که عواملی همچون تحولات اجتماعی، ضرورت‌های ورزشی و ضرورت‌های فردی، اهمیت و ضرورت طراحی مدلی یکپارچه برای توسعه اجتماعی را برجسته می‌سازند. نتایج حاصل از تحلیل داده‌ها بیانگر آن است که یکپارچه‌سازی توسعه اجتماعی بر مبنای برنامه‌های سازمان‌های فرهنگی و ورزشی شهرداری‌ها می‌تواند پیامدهای متعددی در سه سطح اجتماعی (ارتقای انسجام و سرمایه اجتماعی، افزایش عدالت اجتماعی و مشارکت شهروندی)، ورزشی (گسترش ورزش همگانی، توانمندسازی گروه‌های خاص و افزایش کیفیت خدمات ورزشی) و سازمانی (بهبود کارآمدی مدیریتی، ارتقای هویت سازمانی و توسعه شبکه‌های همکاری بین‌بخشی) به همراه داشته باشد. بر این اساس، مدل پیشنهادی پژوهش نه‌تنها به پر کردن شکاف نظری در زمینه پیوند میان توسعه اجتماعی و برنامه‌های فرهنگی-ورزشی شهری کمک می‌کند، بلکه می‌تواند راهنمایی کاربردی برای مدیران شهری و سیاست‌گذاران در جهت تحقق توسعه اجتماعی پایدار و همبسته در شهرها باشد.

چکیده [English]

The present study aimed to develop a model for integrating social development based on the programs of municipal cultural and sports organizations. This research employed a qualitative approach using the grounded theory method with Strauss and Corbin’s systematic procedure, conducted through fieldwork. Participants consisted of knowledgeable experts in the field, selected through purposive sampling with a homogeneous strategy while ensuring maximum diversity. Data collection continued until theoretical saturation was reached, resulting in 15 semi-structured interviews with experts possessing both scientific and practical experience. Findings revealed that social transformations, sports-related necessities, and individual requirements highlight the importance of designing an integrated framework for social development. The analysis indicated that integrating social development through municipal cultural and sports programs can generate multiple outcomes at three levels: social (enhancing cohesion and social capital, promoting social justice, and increasing citizen participation), sports-related (expanding public sports, empowering vulnerable groups, and improving the quality of sports services), and organizational (improving managerial efficiency, strengthening organizational identity, and developing inter-sectoral cooperation networks). Accordingly, the proposed model not only bridges the theoretical gap regarding the linkage between social development and cultural-sports programs but also provides practical insights for urban managers and policymakers striving for sustainable and cohesive social development.
