Healthcare organizations in the Islamic Republic of Iran require the utilization and improvement of human resources aligned with the lofty values of the Islamic Revolution to achieve sustainable development and respond to the growing needs of society. This research aimed to develop a comprehensive model of factors influencing the improvement of human resources "aligned with the Islamic Revolution standards" in this sector, employing the Fuzzy Interpretive Structural Modeling (FISM) approach. The present study is applied in terms of purpose and mixed-methods (qualitative-quantitative) in terms of methodology. In the qualitative phase, using library studies and interviews with 25 experts in human resources and healthcare management, 22 influencing factors were identified. In the quantitative phase, by implementing the FISM method and MICMAC analysis, the structural relationships and influence levels of these factors were determined. The findings indicate that success in improving human resources necessitates a hierarchical and systemic perspective, starting from fundamental factors (such as merit-based selection and development of human capabilities) and leading to the highest-level outcomes (such as participatory leadership and fair compensation). The proposed model can serve as an operational roadmap, assisting managers in prioritizing and effectively implementing improvement programs to enhance organizational performance and provide higher-quality healthcare services more aligned with the ideals of the Islamic Revolution. Focusing on this model can lead to improved organizational performance and, ultimately, enhanced quality of healthcare services based on the ideals and values of the Islamic Revolution.
