The aim of this study is to design an indigenous model for integrating Islamic–Iranian values into school sports programs. In recent years, a significant gap has been observed between school sports activities and the objectives of value-based education, highlighting the urgent need to develop frameworks that enhance the role of cultural, religious, and moral values. This research was conducted using a qualitative approach and grounded theory methodology (Strauss and Corbin model). The participants consisted of 17 experts in physical education, education, and cultural studies, selected purposefully and interviewed through semi-structured interviews. Data were analyzed using open, axial, and selective coding. The findings revealed that the core phenomenon of the study is the "integration of Islamic–Iranian values into school sports programs," which is influenced by three causal factors: the absence of an educational approach in school sports, the gap between policy and practice, and the duality between values and implementation. The contextual factors include the unfavorable cultural environment of schools and the inefficiency of human resources. Moreover, intervening conditions such as institutional conflicts and the dominance of a statistical/promotional perspective also affect the implementation process. In response to these factors, the study proposes strategies such as curriculum revision, cultural empowerment of teachers, and the development of complementary cultural-sports activities. The expected outcomes include the development of students' moral character and the enhancement of the school’s cultural capital. The final model provides a practical framework for integrating Islamic–Iranian values within the context of school sports.
