Cyberspace, as a dynamic and pervasive ecosystem for socio-cultural interactions, while creating unprecedented opportunities, has become a source of social harms such as rumor-mongering, hate speech, ideological polarization, and erosion of revolutionary identity, primarily rooted in the conflict between global content and the values of the Islamic Revolution. This study aimed to develop practical strategies for cultural governance to safeguard these values and mitigate such harms. Method: The research adopted a qualitative approach using grounded theory (Charmaz, 2014). Data were collected through semi-structured interviews with 25 experts (cultural policymakers, cybersecurity specialists, media scholars, civil activists, and legal experts) from five major cities: Tehran, Isfahan, Shiraz, Mashhad, and Tabriz. The data were analyzed using MAXQDA software. Findings: Three-stage coding (open, axial, and selective) led to the identification of seven core categories: identification and analysis of social harms, principles of cultural governance, educational strategies, legal-cultural policymaking, smart cultural technologies, social participation, and continuous monitoring and evaluation. From these categories and their networked-cyclical relationships, seven coherent and practical strategies were developed: (1) development of smart tools for early detection and prediction of harms; (2) mandating revolutionary cultural principles; (3) nationwide media literacy programs; (4) revision of cyber laws with a revolutionary-cultural approach; (5) development of indigenous smart cultural technologies; (6) creation of participatory platforms for public oversight and content production; and (7) establishment of real-time monitoring and evaluation systems. The coordinated implementation of this model transforms cyberspace into a secure platform for safeguarding the values of the Islamic Revolution and strengthening national cohesion.
