This article seeks to examine the obstacles to the implementation of change in organizations, especially the Imam Hussein (PBUH) Military University and the Guards Training. In general, there is resistance to any change, most organizations are always willing to continue what they have been doing for years, and there is less need for change. In order to achieve change, obstacles must be identified and overcome in the implementation of change. After examining the different models of transformationalization, the barriers in the three dimensions of applicability, implementation and enforcement were examined. To answer the questions, a qualitative method of content analysis has been used. The research tools were interviews and questionnaires. The findings of the study indicate that in the field of implementing change, the most important weaknesses include: not examining the alignment between the organizational structure of the university with its transformation goals and informing and not visualizing the adverse consequences of continuing past and non-evolutionary procedures. Weaknesses include: designing and not communicating the university program and budget in two parts: transformation and current, preparing and not resolving the contradictions in the comprehensive plan of the university, including two parts: transformation and current, and lack of budgeting programs and leveling resources to implement key transformational measures The most important weaknesses include: lack of recruitment and organization of appropriate and appropriate human resources in accordance with the transformation plan and not considering targeted incentives in accordance with the transformation plan in various ways.
