This study aimed to identify and analyze the factors affecting the institutionalization of hijab and chastity from the perspective of officials and employees of cultural institutions in Kermanshah province, using a qualitative approach and thematic analysis. The research population was employees and officials of cultural institutions in Kermanshah province, who were selected through purposive sampling based on the principle of theoretical saturation. The information obtained was analyzed based on the inductive content analysis method (data-based) and from basic themes to comprehensive themes, which identified 82 basic themes, and by putting together themes with a higher level of abstraction, 3 organizing themes and 1 comprehensive theme entitled "Institutionalization of Hijab and Chastity in Society" were identified. The organizing themes of the factors affecting the institutionalization of hijab and chastity by cultural institutions include "structural and human factors," "environmental and institutional factors," and "challenges of society and the contemporary world." Paying attention to them, along with being careful about the basic themes, can help society and the aforementioned institutions achieve their goals and increase attention to and observance of hijab and chastity in society.
