In terms of the applied-developmental goal, this research is descriptive-survey in terms of method, and in terms of how to collect the required data, it is a mixed or mixed exploratory approach. Therefore, the research was conducted in two parts, qualitative and quantitative. In the qualitative part, with an extensive review of the subject literature and using the qualitative content analysis method, the initial conceptual model was extracted and then with the tool of in-depth interviews and a targeted sampling strategy, after determining the research sample of 23 scientific and organizational experts, the required components In order to add to the initial conceptual model of extraction and native model in 4 dimensions, individual factors and group dynamics, behavioral factors, structural factors and contextual factors were presented; Then, in the quantitative part for the validation of the native model, 89 scientific and organizational experts were selected in different government organizations and the validity questionnaire was distributed among them and the validation of the model was carried out. The result of the research showed that the presented model is a tool for measuring and evaluating the situation and determining the level of current readiness in the government organization for the acceptance and success of change programs in the long term, through which the weak points, challenges of the organization and dimensions affecting the success of organizational changes It is recognized comprehensively and integrated.
