Hazrat Imam Khamenei (may God bless him and grant him peace) issued an important and strategic manifesto "Statement of the Second Step of the Revolution" on 22 February 2017. From the point of view of His Holiness, the Islamic Revolution of Iran, after passing through a proud phase, without betraying its ideals and preserving the dignity and originality of its slogans, has entered the second stage of self-improvement, socialization and civilization, and day by day it is working toward its great goal, which is "creating a new Islamic civilization." And the preparation for the sunrise of the supreme power" is getting closer and closer. Imam Khamenei (may God bless him and grant him peace) in the same statement, referring to the "revolutionary system theory", refers to this revolution as "an active and progressive Islamic system".This research, using the descriptive-analytical method and using the "thematic analysis" strategy, seeks to answer the question that basically this "active and progressive revolutionary system" can be used as a center of convergence in the Islamic world to achieve a great goal. And His Highness will play a role?! Or, in other words, what are the characteristics of the "active and progressive Islamic system" as the driving force of Iran towards the new Islamic civilization based on the declaration of the second step of the Islamic revolution?!
