چکیده
حکمرانی خوب، به عنوان یک فرآیند و نیز ساختاری تعریف میشود که روابط اقتصادی و اجتماعی را هدایت میکند و به ویژگیهای یا شاخصهایی از قبیل: مشارکت، حاکمیت قانون، شفافیت، و پاسخگویی اشاره دارد. ارزش های حاکم در جامعه، می تواند تاثیر عمیقی در فعالیت ها، داشته باشد ارزش های اسلامی نیز، می تواند بر روی عملکرد مدیریت تاثیر داشته باشد. یک مدل عمومی یا یک مدل مناسب برای حکمرانی خوب که در همه شرایط، قابل اعمال است در این تحقیق به شناسایی ابعاد حکمرانی خوب برای سازمان های عمومی ایران با رویکرد الگوی اسلامی – ایرانی با استفاده از روش فراترکیب پرداخته شده است. به بررسی مطالعات کیفی انجام شده در زمینه ی حاکمیت خوب و رویکرد اسلامی در حاکمیت خوب پرداخته شده است. با استفاده از نرم افزار maxqda به دسته بندی شاخص ها پرداخته شده است. نتایج نشان داد معیارهای اخلاق گرایی، تبعیت از ایده های قانونی و جامعه مدنی تعهد و مسئولیت پذیری مدیران در سازمان، توسعه انسانی، حکومت الکترونیک در سازمان، خدمت گزاری وامنیت گرایی، ذینفعان و سهامداران، شفافیت و پاسخگویی و اجماع محوری، عدالت، علم و دانش گرایی،کارایی و اثربخشی سازمان، کنترل فساد، کیفیت بودجه ریزی و سلامت اداری و مالی سازمان، مشارکت جویی، نظارت پذیری، از معیارهای حکمرانی خوب بر اساس رویکرد اسلامی بوده اند.

چکیده [English]
Good governance is defined as a process and structure that guides economic and social relations and refers to characteristics or indicators such as participation, rule of law, transparency, and accountability. The ruling values in the society can have a deep impact on the activities, Islamic values can also have an impact on the performance of the management. A general model or a suitable model for good governance that can be applied in all conditions. In this research, the dimensions of good governance for public organizations in Iran have been identified with the Islamic-Iranian model approach using the meta-composite method. The qualitative studies conducted in the field of good governance and the Islamic approach to good governance have been examined. Using maxqda software, indicators have been categorized. The results showed the criteria of ethics, compliance with legal ideas and civil society, commitment and responsibility of managers in the organization, human development, e-government in the organization, service and security orientation, stakeholders and shareholders, transparency and accountability and central consensus, justice, science And knowledge orientation, efficiency and effectiveness of the organization, control of corruption, quality of budgeting and administrative and financial health of the organization, seeking participation, monitorability, are among the criteria of good governance based on the Islamic approach.
