In the human resource excellence approach, managers of organizations use excellence models to measure the performance of their human resources. The environment faced by the IRGC and its consequent missions has made it necessary to have a dynamic organization and superior human resources. This research, while studying and using the common models of excellence, has attempted to present the model of excellence of cultural managers with an emphasis on cultural and social missions, and at the end, it has compared the current model with the common models. This research is applied in terms of its purpose and is one of the types of qualitative research that was conducted based on the exploratory model. By extracting the dimensions and components of excellence from excellence models, the researcher has started to design the local excellence model through semi-structured interviews with experts. The statistical population of the research was the cultural strategic managers of the Islamic Revolutionary Guard Corps, who were selected by purposeful sampling. Thematic analysis method was used to analyze the data while coding the expert interview data. In this article, the similarities and differences of the mentioned models are presented and after analyzing and organizing the data, the excellence model of cultural managers is identified and it is determined that its difference compared to other models is the focus on basic values and organizational culture.
