The aim of the current research was to identify the factors, areas, dimensions, effects and consequences of evaluating the performance of managers of government organizations with the approach of the statement of the second step of the revolution. The research was conducted in a mixed sequential manner (qualitative-quantitative) using the data theory of the foundation. The data collection tools in the qualitative part included semi-structured interviews and the statistical population included managers with higher education in government organizations. In order to develop the research objectives, answering the questions, assumptions, data analysis in the qualitative part, open, central and selective coding was done and the final model was presented. ) and Structural Equation Modeling (SEM) were used. The findings showed that after the presentation of the statement of the second step of the revolution by the Supreme Leader of the Islamic Revolution, the vision and mission of government organizations in Iran has changed based on this statement, so other processes should also be The evaluation of the performance of managers of government organizations should be changed. Considering that in this case, a comprehensive model was not presented in accordance with the statement of the second step of the revolution, this research has designed and presented a model for evaluating the performance of managers of government organizations with the approach of the statement of the second step of the revolution in order to improve the processes.
