The most recent approach related to the human resources of the organization is the human resources excellence approach. In this approach, managers of organizations use excellence models to measure the performance of their human resources. The diversity of the environment faced by the IRGC and its scope of action has made it necessary to have a dynamic organization and superior human resources. This research, based on the excellence model of human resources, has presented the dimensions and components of the excellence of cultural managers. This research is applied in terms of its purpose and is one of the types of qualitative research that was conducted based on the exploratory model. Knowing the dimensions and components of excellence models from scientific sources and library studies, with the aim of validating it, the researcher has started extracting the components and designing the initial model through semi-structured interviews with experts. The statistical population of the research was 15 strategic managers of the IRGC's cultural field, who were selected by purposeful sampling. In order to analyze the data, while coding the semi-structured interview of experts, thematic analysis method was used. After analyzing and organizing the data, 5 value levels, 3 legal, ideal and human dimensions and 14 components have been identified and presented in the excellence model of IRGC cultural managers.
