This research was done with the aim of identifying and adopting appropriate mechanisms in order to realize the development of religious culture and determine a specific basis based on the thought and opinion of elites. In this research, by using the hierarchical analysis method and the questionnaire tool (based on paired or two-by-two comparisons in a nine-point interval), while measuring the importance of each of the decision-making criteria, the preference of each of the different mechanisms was determined. For this purpose, by using the purposeful sampling approach and focusing on the snowball sampling method, the views of 25 faculty members and fourth-level clergy who interacted with cultural organizations in different ways or were directly involved in cultural activities were evaluated and their views were evaluated. The use of Expert Choice software was analyzed. The findings indicate that based on the combined criteria of the research, the best mechanisms for the development of religious culture in order of preference are: reforming the educational structure; coherence, coordination and performance monitoring of cultural institutions; and future research and development of cultural perspective
