Iran needs an economic system that always meets the needs of society due to sanctions imposed by the United States and the West. The purpose of this study is to investigate the role of human resource empowerment in the implementation of engineering strategies for the culture of resistance economics. The research method was descriptive-survey and the statistical population was the faculty members of Islamic Azad University, Shiraz Branch, whose number is 470 people. Using Morgan table, the sample size was 212 people. Data collection tools were the standard human resource empowerment questionnaire of Moghimi and Ramadan (2011) and the researcher-made questionnaire of engineering strategies of culture of resistance economy, which was distributed using non-random sampling method. Data analysis was performed using correlation, analysis of variance and regression tests. The results showed that there is a significant relationship between human resource capability and the implementation of resistance economy culture engineering at three levels: ideal, existing and purpose. There is also a significant difference between the views of university faculty members on the implementation of engineering strategies for the culture of resistance economics. Empowerment of human resources, especially in universities, provides a good platform for the implementation of cultural engineering strategies of the resistance economy, and it is incumbent on community leaders and parents to put the implementation of engineering culture of the resistance economy on the agenda.
