Human capital includes competencies, knowledge, social and personality traits, creativity and embodying the ability to do something to produce economic value. Social capital can bring benefits in terms of internal and functional order and coherence of the system in order to achieve the desired goals and benefits for organizations. So it deserves attention and development. The development of social capital requires attention to the requirements and proper bedding in this field. This study examines the validity of the model of growth and development of social capital in government organizations. The present study is an applied descriptive-survey research. The statistical population includes all experts and staff of the Martyrs and Veterans Affairs Foundation of Tehran who are aware of the research subject and their volume is 175 people and based on Cochran's formula, the sample size was 120 people who were selected by simple random sampling method. Data analysis was performed using descriptive and inferential statistics and SPSS 23 and PLS software. In order to evaluate the validity of the model, confirmatory factor analysis, structural equations, path analysis and other related statistical tests were used. In discussing the validation of the results, the research indicated a suitable fit of the conceptual model, based on the indices of acceptable and significant values of path coefficients, factor loads, explained variance and cross-validity of the redundancy index. Based on the analysis, it was found that various factors provide the growth and development of social capital in government organizations that can be divided into five categories (sub-categories) including employee characteristics, management role in the organization, organizational strategy, manpower and cultural contexts. These factors create and develop the phenomenon of social capital (as a central category) in organizations.
