The main purpose of this study is to present a model of organizational culture based on transformational Leadership in the Broadcasting Organization of the Islamic Republic of Iran. The research method of this research is self-emerging data type (qualitative stage) and cross-sectional survey (quantitative stage). The statistical population of the qualitative section were Elites in the field of culture and Broadcasting, which were sampled in a targeted manner and with snowballs Debt-snowball method. The population of the quantitative section was 16,372 all employees and managers of the Tehran Broadcasting Organization. Cochran's formula was used to determine the sample size and 375 people were selected as the sample. Then sampling was done by simple random method. Accordingly, after document analysis (study of theoretical background and research background), the variables of organizational culture and transformational Leadership were listed and the opinions of elites in the form of Delphi method were obtained. The output of the qualitative part of the research was prepared in the form of a researcher-made questionnaire and distributed among the statistical sample of the quantitative part and the data were collected. To determine the validity of the research tool (equivalent to 0.81) from the content validity (taking elite's opinions about the questionnaires and removing their ambiguities and problems) and to calculate the relative content validity coefficient (CVR), and to determine the reliability of the tool (equivalent to 0.85) from Cronbach's alpha used. In order to analyze the collected data in the qualitative part, the coding method was used and in the quantitative part, descriptive statistics indices and inferential statistical tests (t-test, heuristic and confirmatory factor analysis) were used. . The results obtained from the data analysis are as follows: In total, 54 indicators and 12 components were identified for the organizational culture model based on transformational Leadership in the Broadcasting Organization, which were confirmed in a quantitative step by confirmatory factor analysis. The current state of organizational culture in broadcasting was below average and transformational Leadership was above average. There was a significant relationship between the components of organizational culture and transformational Leadership in the IRIB.
